Modern vehicle registration system nears

The Transport Ministry and the Japan International Cooperation Agency will officially launch a vehicle registration and inspection system in 2018.

The system is aimed at making registration easier for motorists and easier for authorities to manage vehicles, including when owners change.

Secretary of State at the ministry Tauch Chankosal said the project has been in the works since 2016.

“Now, we have connected this system with the customs, taxation and identification department for us to ensure that tax papers used in registration are not fake,” said Mr Chankosal.

“When ownership is transferred, it will now be easier for citizens to pay tax.”

“More importantly, we will be connecting this system with the identification department to make sure that the registrant actually has a valid identity and address,” he added.

Mr Chankosal said when owners sell their vehicles they must follow proper procedures and take advantage of the new system, to be put in place soon.

“When they sell their car without transferring ownership to the new owner, and the people who buy the car commit any theft or crimes, the car owner is still responsible,” he said.

“So, I would like to call on all those who sell vehicles to others to make the ownership transfer for their own safety.”

Kotaro Tanaka, a JICA representative, said the system will make taxation more effective.

“This system is not only for vehicle registration and inspection, but will also be useful for taxation,” he said.

Run Roth Veasna, director of the traffic police department, said the system will make the work of traffic police easier because they will be able to identify the true owners of vehicles used in offences.
