RCAF to file complaint against Sam Rainsy

The Royal Cambodian Armed Forces is preparing a legal complaint against former opposition CNRP leader Sam Rainsy after he called on the armed forces to disobey their orders and go against the government.

In a post on his Facebook page yesterday, Mr Rainsy, who remains in exile in France, said: “To soldiers and policemen, please don’t obey orders from any dictator if they order you to shoot and kill innocent people.”

Pol Saroeun, RCAF’s commander, said the army works for a legitimate government and had monitored Mr Rainsy’s recent comments made during an interview.

“We would like to strongly condemn what he said. Our lawyers will file a complaint to the court based on Cambodian law,” he said. “We will file a complaint against Sam Rainsy for him calling on RCAF to turn against the government.”

Prime Minister Hun Sen said yesterday that only traitors declare war on Cambodia by calling for the army to oppose the government.

The traitors do not know the real situation in Cambodia and they do not know the army in Cambodia, he added.

“They asked in 2011 for the army to oppose the government and yesterday they did it again. If you are so strong please come out by yourself, and release your rebellion soldiers that have foreign help,” Mr Hun Sen said.

“But, let me tell you, Hun Sen will not allow war to happen in Cambodia. We have enforced laws to prevent and avoid war.”

Mr Hun Sen said the treasonous words of Mr Rainsy fall in line with the undermining work of his replacement Kem Sokha, who is in pre-trial detention on treason charges for allegedly plotting a coup with the help of the United Sates.

“I know that the Commander-in-Chief of RCAF, along with other Cambodian troops, will file a complaint to the court because this is a treasonous crime,” Mr Hun Sen said. “It is a crime to incite the army to disobey orders.”
