Prisoner to serve extra time for new drugs charge

A prisoner serving 15 years for drug offences was yesterday sentenced to an additional five years for smoking and selling crystal methamphetamine behind bars.
Seng Leang, presiding judge of Phnom Penh Municipal Court, said 22-year-old Meas Sovanndy had also been fined 15 million riel (about $1,500).
Mr Sovanndy was arrested for his first offence in December 2014.
He was later convicted for involvement with trafficking one kilogramme of crystal methamphetamine in Phnom Penh and has been detained in Prey Sar prison since.
In June 2016, prison guards caught him smoking drugs in his cell and seized 15 small packages of crystal methamphetamine from under his bed, as well as other drug-related materials.  
During his trial last month, Mr Sovanny confessed to smoking the drugs but said he hadn’t been selling them to inmates.
He claimed he had bought the drugs from other prisoners.
“I accept that I smoked the drugs, but I did not sell them,” he said.  
The judge justified the additional sentence and fine, saying he was shocked that Mr Sovanny had dared to commit another drug crime when he was already serving a lengthy jail term for the same offence.
