Foreigners were involved in 216 crimes in the first half of the year and were victims in almost 200 cases, according to a report by the General Commissariat of National Police.
The report said foreigners were involved in 407 cases, an increase of 39 cases compared with the previous year.
Among the foreigners who committed crimes in 200 cases, police found 918 living illegally in the country.
The foreign victims of crime and perpetrators of incidents were of 38 nationalities.
Social analyst and researcher Meas Ny said crimes against foreigners occurred across the world, but in some developed countries, the risk of accidents is also low, while facilities for foreign tourists are protected. He said foreigners rarely commit serious crimes in the country, but many live here illegally, particularly Vietnamese migrants.
“On the issue of living here illegally, I think the number is high, especially for people from neighbouring countries,” he said.
Mr Ny also urged the police to strengthen their capacity and management systems to prevent crimes committed by foreigners and protect those who visit the country.
National and tourism police representatives could not be reached for comment.
