Land Brokers Charged with Fraud

Three suspected land brokers were charged yesterday by the Kandal Provincial Court for allegedly cheating nearly $40,000 from a businessman after selling him a total of 13 hectares of nonexistent land in Kandal province’s Ang Snuol district in 2015.  
 
Colonel Roeun Nara, deputy chief of Kandal provincial police, said Thun Vannak, 41, and Sok Chamroeun, 53, from Kandal province’s Ang Snuol district, and Mom Samoeun, 63, from Phnom Penh’s Por Senchey district, were charged yesterday with fraud under articles 377 and 378 of the Penal Code. They were arrested on Friday.  
 
Col. Nara said that according to the victim’s complaint, in November 2015, the plaintiff bought a total of 13 hectares of land that cost $400,000 from the brokers. The land was supposedly located in Trapaing Raing village in Ang Snuol district’s Prey Pouch commune.  
 
He said the plaintiff gave the brokers a $39,700 deposit to buy the land and the remainder was to be paid after the sellers prepared the land titles and related documents to transfer to the buyer.
 
But after receiving the money from the plaintiff, the three brokers did not prepare documents or transfer the land to the plaintiff as promised because the land belonged to other people, the deputy police chief added.
 
When the plaintiff demanded his money back, the suspects continually asked to postpone repayment from November 2015 until July. The plaintiff filed a lawsuit against them with the provincial court last month.
 
Neither the plaintiff nor the defendants could not be reached for comment yesterday.
