Land Measured for Villagers

A land dispute working group in Preah Sihanouk province yesterday started measuring land for three communities in Smach Daeng village in Prey Nob district’s Ream commune, who had a long-running land dispute with the Yi Yea Group Company who had received an economic land concession (ELC) from the government.
 
Nov Karon, head of Ream National Park and one of those helping measure the land, said the working group decided to cut land from the company’s ELC and distribute it to villagers, but he couldn’t say how many families would receive land titles.
 
“We do not know the number of families that we should measure for actual land titles. Authorities have decided to cut the land for them to own and use,” he said.
 
Citizen representative Sen Chantha said they had sent a petition to authorities for intervention on behalf of 106 families involving more than 333 hectares of land. He applauded the actions of the authorities who cut the disputed land, went to measure and provided land titles to the people as it had been ongoing for many years.
 
He said: “I’m very happy the land management team went to measure for us, but we aren’t totally convinced because they just gave us a note without giving land titles yet.”
 
Land measurement for the 106 families in the Prek Trabek, Andong Tek and Thmor Thom communities was made after 18 community citizens representing nearly 1,000 families in Preah Sihanouk province gathered in front of the provincial hall earlier this month to request governmental intervention.
 
Coalition of Cambodian Farmer Community Theng Savoeun considered the authorities’ land measurement actions as a demonstration of their willingness to resolve the land dispute.
 
“We saw this action was slow sometimes because some land is complicated and has many land titles in the dispute, so we requested the province to stand for justice. It means that if a citizen really owns it, they have to provide that land to the citizen,” he said.
