Sen Sok district police in Phnom Penh on Thursday arrested a woman suspected of plotting with her ex-boyfriend to kill her husband.
Roeun Ratana, a 33-year-old teacher at Tuol Prasath High School, was gunned down at about 11.30pm on Tuesday near his home in Khmuonh commune’s Sen Sok V village.
Captain Chuon Savuth, a penal police officer with the district, said 26-year-old Kheoun Sihuon, the victim’s wife, was arrested at the couple’s home. A man who goes only by Makara, the suspected gunman, is still at large.
Cap Savuth said after Ms Sihuon was arrested, she confessed to plotting with Mr Makara to kill her husband.
“During police interrogation, she admitted to committing the offence,” Cap Savuth said. “She confessed that she plotted with her ex-boyfriend to kill the victim because they did not live peacefully, even though they had two children.”
“She said before the day of the victim’s murder – on August 25, the victim confronted Mr Makara because he was having an affair with Ms Sihuon,” Cap Savuth said. “Both became angry with the victim and they prepared a plot to kill him.”
He said at about 8am on Tuesday, the victim left his home to visit his parents in Kandal province.
Ms Sihuon then told Mr Makara that her husband was returning in the evening.
He said at about 11.30pm, as the victim was riding his motorbike in the commune, Mr Makara, who had been waiting, fired three shots.
“After shooting the victim, Mr Makara fled the scene,” Cap Savuth said. “He later called Ms Sihuon and told her of the shooting.”
He noted that police officers nearby heard the shots, but Mr Makara was already gone when they arrived.
Cap Savuth said the victim and Ms Sihuon had been married since 2013 and had two children.
He said those close to the victim said Mr Makara was Ms Sihuon’s ex-boyfriend. The two had kept in touch and were sleeping together when the victim was at work. Cap Savuth said Ms Sihuon allegedly plotted with Mr Makara to kill her husband so they can be together.
Colonel Hour Mengvang, chief of district police, yesterday said Ms Sihuon is accused of initiating premeditated murder. If convicted, she could face a life sentence.
Col Mengvang said Ms Sihuon is currently detained at the district police station and will be sent to Phnom Penh Municipal Court to be questioned on Monday.
“Police are now seeking for the arrest of the gunman,” he said. “He is accused of premeditated murder.”
