Official arrested for cheating businesswoman out of $200,000

Pailin provincial police on Tuesday arrested a provincial cadastral official for cheating a property businesswoman out of more than $200,000 in Sala Krao district’s Stung Kach commune.

Major Huoth Kosal, a police officer working with the provincial general crimes department, identified the suspect as Roeun Chakriya, a 32-year-old official working with the provincial cadastral department and living in Pailin city.

Maj Kosal noted that in November last year, Ms Chakriya, who is also a land broker, received $250,000 from a 36-year-old woman, a property businesswoman who is also the suspect’s close friend, to buy a plot of land in Pailin city to build a guesthouse.

Maj Kosal said that the victim also asked Ms Chakriya to organise the land ownership as well as other related documents for her.

He said that after buying the land, the suspect put her own name as the owner without telling the victim. When the victim asked about the progress on the land purchase, Mr Chakriya said it was still in process.

Maj Kosal added that in May, the suspect started constructing a guesthouse on the land and finished building on July 18.

The victim found out that she was cheated by Ms Chakriya and on July 19 filed a complaint to the provincial penal police.

Maj Kosal said the suspect was arrested at about 3pm on Tuesday in her house in Pailin city.

“According to our investigation, the suspect did not only cheat one the victim, but also other people, in deals amounting to hundred thousands of US dollars,” he said. “She is accused of fraud.”

He added that the suspect is temporarily detained for further questioning and investigation at the provincial penal police department.

So Sokhon, chief of the Pailin province cadastral department, yesterday confirmed that Ms Chakriya worked with the department but noted that he did not know about the case.

Ms Chakriya could not be contacted for comment.
