Phnom Penh Municipal Court yesterday charged a 43-year-old doctor over the rape of a 21-year-old woman at his clinic in Prek Pnov district.
Captain Nuon Pov, a penal police officer with Prek Pnov district police, identified the accused as Meth Samen, a medical doctor who is also the owner of a clinic in the district’s Kork Roka commune.
The victim is identified as a 21-year-old woman who works for a Chinese-owned garment company in Prek Pnov district and lives in Kork Roka commune.
Cap Pov said Mr Samen was charged with rape and faces up to 10 years in jail if convicted. He was arrested on Sunday and is currently in pre-trial detention at Prey Sar prison, Cap Pov added.
According to police investigation, the victim came to the clinic with her mother at 7pm on Sunday, Cap Pov said. Mr Samen recommended the victim to stay overnight for further treatment and told the victim’s mother to go home, he added.
Mr Samen broke into the victim’s room at about 9.30pm when she was asleep, Cap Pov noted.
“He began touching her and then raped her,” Cap Pov said. “Her mother arrived to see him raping her daughter and shouted for help. She locked both of them inside the room,” Cap Pov added.
“After locking the door, the mother alerted the police at the communal police post,” he said.
Cap Pov said the police arrested Mr Samen at about 10pm and seized some medicine from his clinic and a phone. He was later sent to the district police for questioning.
Colonel Shin Kimthuy, chief of Prek Pnov district police, said Mr Samen confessed to raping the victim and said he did it because he found her beautiful.
