Kandal Provincial Court yesterday charged a man who allegedly killed his friend by hacking him to death with an axe on Saturday in Ang Snuol district.

Colonel Touch Enan, provincial military police deputy commander, identified the accused as Heng Sira, 36, a truck driver with a construction company in the district’s Chhak Chheu Neang commune.

He noted that the accused is charged with the intentional murder of Pheap Koeun, 31, a truck repairer with the company, and faces up to15 years in prison if convicted. He is now in jail pending trial.

Col Enan said Mr Sira was arrested on Wednesday in Phnom Penh’s Russey Keo district after he fled Kandal following the murder.

Captain Ly Kimseng, an Ang Snuol district military police officer, said that on Saturday evening, the accused, Mr Koeun, and several friends drank beers at the construction site in the commune. He noted that they finished about two cases of beers.

Cap Kimseng said Mr Sira and Mr Koeun got into an argument and the victim started punching the accused.

He noted that Mr Sira ran to his truck and took out an axe which he used to hack Mr Koeun several times on the head.

“He was drunk and became angry with the victim for punching him,” Cap Kimseng said. “He then took a big axe from his truck and started hacking the victim many times, causing him to die at the spot.”

“After killing the victim, he fled with the axe,” he added.

Cap Kimseng noted that while the accused attacked Mr Koeun, the other friends dared not intervene because he was armed with the axe, adding that they later reported the matter to police.
