Two charged with raping mentally ill girl

Kandal provincial court yesterday charged and jailed two men who allegedly raped a mentally ill underage girl in Ponhea Leu district on Saturday.


Major Penh Vuthy, district deputy police chief, yesterday identified them as Chhoeun Borann, 39, a tuk tuk driver from Phnom Bath commune, and Nim Sotheary, 41, a farmer from Phsar Dek commune.

He said the 14-year-old victim was mentally ill and lives with her 65-year-old grandmother in Phnom Penh’s Por Senchey district.

Maj Vuthy noted that both men were charged with rape with aggravating circumstances and face up to 15 years in jail each if convicted. They were arrested on Monday.

Captain Chuon Samnang, a district penal police officer, yesterday said that the victim on Saturday had accompanied her grandmother to visit an aunt in Srah Por village.

He said that at about 8pm that night, she walked alone to see a dance party organised by villagers.

Capt Samnang noted that she left the dance at about 11.30pm and was walking back to her aunt’s house when Mr Borann drove by in his tuk-tuk.

He said the suspect offered to drive her home and she got into the tuk-tuk.

“But after the victim got in, he drove her to a quiet spot near a pagoda in the commune,” Capt Samnang said. “After parking, he got into the passenger seat of the tuk-tuk and raped her three times that night.”

He said that at about 10am on Sunday, Mr Borann was driving the girl to her aunt’s house when his wife spotted him.

Capt Samnang noted that the 34-year-old wife was angry with him for being out overnight and started arguing with the suspect.

He said that while they were arguing, the victim fled from the tuk-tuk and sought refuge in Mr Sotheary’s house which was nearby.

Capt Samnang said that at about 12 noon, while the victim was alone with him, Mr Sotheary began raping her multiple times.

He noted that when the victim did not return from the dance on Saturday night, her grandmother alerted commune police who searched for her.

Capt Samnang added that at about 7pm on Sunday, police found the victim sleeping in the nude at Mr Sotheary’s house and sent her to the district health centre for treatment.

He noted that the victim told her grandmother what had happened and police on Monday arrested both suspects at their respective homes in the commune.
