Svay Rieng Provincial Court yesterday charged two Vietnamese nationals for allegedly confining a fellow countryman over a gambling debt dispute.
Major Nuon Sarin, a penal police officer working with the provincial General Crimes Department, identified the two accused as Vou Vanminh, 34, and Vou Doekdan, 32.
Maj Sarin said that they were both loan sharks working with a Vietnamese-owned casino in Svay Rieng province’s Bavet city, which sits near the Cambodian-Vietnamese border.
He identified the victim as Nguven Sunglok, 60, a gambler from Thoknok province’s Kong No district in Vietnam.
Maj Sarin said the accused were charged with arrest, detain and unlawful confinement after they were arrested on Monday by provincial penal police.
He added that they confined Mr Nguven in a hotel for three days over a debt of 100 million Vietnamese Dong, which the victim used for gambling.
Captain Duong Sokheang, a penal police officer working with Bavet city police, said that on Saturday, the victim entered a Vietnamese-owned casino in the city where the two accused were employed.
He noted that the victim lost a game and borrowed 100 million Vietnamese Dong from the two accused men to continue playing. Mr Nguven lost the game and could not repay the men.
Cap Sokheang said that because the victim could not pay them back, the accused men unlawfully confined him in a hotel room in Bavet city and began extorting money from his family in Vietnam in exchange for his release.
“They held the victim and unlawfully confined him at the hotel for three days,” Cap Sokheang said. “According to the victim, during the time he was confined at the hotel, they beat him and tortured him and forced him to contact his family in Vietnam and ordered them to send money in exchange for his release.”
“They also threatened to kill the victim if he did not pay them back,” he added.
Cap Sokheang noted that after receiving the death threat, the victim’s wife travelled to Cambodia on Monday to file a complaint to Bavet city police.
He added that the accused were arrested at about 10.30pm on Monday at a hotel in Bavet Kandal I village in Bavet commune, where police also rescued the victim.
Cap Sokheang said the victim has returned to his family in Vietnam.
