Woman charged with fraud over jobs

Phnom Penh Municipal Court yesterday charged a woman accused of cheating four victims out of $12,000 in promise of jobs as police officers in the Interior Ministry.

According to court documents obtained yesterday, the accused was identified as Chheang Phalla, 47, from Trapaing Krasaing commune’s Samakky III village, in Phnom Penh’s Por Senchey district.

Ms Phalla was charged with fraud under Articles 377 and 378 of the Criminal Code after she was arrested on Saturday. She is currently in pre-trial detention.

Colonel Yim Sarann, Por Senchey district police chief, said that in June last year, Ms Phalla claimed she was a police officer working with the Interior Ministry and that she had relatives who were high-ranking officials in the ministry.

She then persuaded four people to give her money in exchange for jobs in the ministry for their sons and husbands, he added.

Col Sarann identified the victims as Men Saly, 62, a farmer from Prey Veng province’s Preah Sdech district; Prak Sreyny, 24, a farmer from Takeo province’s Prey Kabbas district; Long Mithona, 50, a high school teacher from Prey Veng province’s Kampong Trabek district; and Long Sopheakho, 40, a motorbike taxi driver from Phnom Penh’s Meanchey district.

Col Sarann said the victims paid between $2,500 and $5,000 each to Ms Phalla in June last year.

“She was arrested because she used the ministry to cheat people out of money for her personal use,” he said. “She claimed she was a police officer working in the Interior Ministry and had relatives who were high-ranking officials in the ministry.”

“She then promised the victims jobs with the ministry,” he added. “But after the victims paid her the money, she did not find the jobs as promised.”

Col Sarann noted that the victims demanded their money back. She did not return the money and fled instead, he added.

The victims filed a complaint against Ms Phalla on July 5 to Por Senchey district police after finding out that she lived in the district.

She was eventually arrested on Saturday in her house in Trapaing Krasaing commune.
