District police chief suspended over alleged assault

The Kampong Cham provincial police chief on Monday appointed the Kampong Siem deputy district police chief to temporarily take over the duties of his superior Colonel Ek Panndorn who is currently suspended following an assault complaint.

In a letter dated on Monday and obtained yesterday, provincial police chief Major General Em Kosal appointed Major Pech Kimsea to be acting district police chief while Col Panndorn is being investigated over a complaint from the family of man who was allegedly beaten up and severely hurt on April 17.

According to a Facebook post by his brother, Hak Seang Han was walking home after having an argument with a villager in the district’s O’Svay commune when he was arrested and beaten up by Col Panndorn.

On his Facebook page under the name Bun Thern, the brother wrote that Mr Seang Han fell unconscious and had to be hospitalised.

Following the post, provincial prosecutor Huot Vuthy on April 19 ordered Maj Gen Kosal to investigate the complaint.

“I have ordered the Kampong Cham provincial police chief to investigate the case,” he said. “After completing the investigations, documents must be sent to the court for further action.”

Mr Vuthy declined to comment yesterday, saying that the case is still being investigated.

Mr Thern yesterday said that his brother is now receiving treatment in Vietnam after suffering serious injuries during the beating.

Maj Gen Kosal declined to comment on the case yesterday.
