Chbar Ampov district police in Phnom Penh on Tuesday arrested a scavenger who allegedly raped his 13-year-old stepdaughter in Nirot commune.
Captain Men Buny, a district police officer, said the 28-year-old suspect and his family, including the victim, live in Brachumvong Pagoda in the commune.
He said that the suspect had married a 40-year-old-widow with three children, the victim and two boys, from her deceased husband. They were all scavengers.
Cap Buny noted that every day the family left the stupa from 4pm till midnight to look for salvageable items to sell.
He said that at about 3pm on Sunday, the suspect took his stepdaughter with him to rummage through waste in Chbar Ampov district’s main town centre while his wife and the two boys went to scavenge in Nirot commune.
Cap Bunny said that at about 10pm on Sunday, the accused took the victim to stay with him at Dalin Guesthouse in Chbar Ampov district where he allegedly raped her three times.
“According to the victim, after he took her to stay at the guesthouse, the suspect caught her and raped her three times,” he said. “After the rapes, he threatened to kill her if she told her mother or anyone else about what happened.”
Cap Bunny said that upon returning home, the victim dared not to tell her mother or her siblings although she had injuries on her genitals.
He added that at about 4pm on Monday, the suspect tried to persuade the victim to go out and scavenge with him but she refused because she was frightened.
Cap Bunny said the mother suspected that something was amiss and questioned the victim who told her what happened.
He said the angry mother then took the girl to the commune police post where she lodged a complaint.
Cap Bunny said that the suspect was arrested at about 3pm on Tuesday after which he tested positive for drug use.
Colonel Em Saravuth, district police chief, yesterday said that during his interrogation, the suspect admitted committing the offence saying that he raped her because she was a pretty girl and he loved her.
