Phnom Penh Municipal Court yesterday sentenced an ice-cream vendor to seven years in prison for raping a 14-year-old student in Chbar Ampov district last year.
Presiding Judge Key Manera identified the vendor as Seang Socheath, 38.
He said that Mr Socheath was convicted of rape with aggravating circumstances. He was arrested on April 24 last year in the district.
“Based on the trial and the accused’s confession, the court has found him guilty,” Judge Manera said. “Therefore, the court decided to convict and sentence him to seven years in prison.”
“The court also orders him to pay 20 million riels [about $5,000] to the victim,” he added.
Judge Manera said that at about 12pm on April 13 last year, Mr Socheath, who sold ice cream near the victim’s school, gave free ice-cream to the victim, after which he persuaded her to watch a sex video on his mobile phone.
“After watching the video clip and after all the students had left school, he took her to a bathroom inside the school and raped her,” he said. “After the rape, he threatened to kill her if she alerted her parents or anyone else.”
Judge Manera noted that Mr Socheath was arrested after the girl’s mother made a complaint. He said the mother had noticed injuries on the victim.
Mr Socheath yesterday denied the allegations. He said he did not rape the victim and that she volunteered to have sex with him after watching the sex video clips.
“She volunteered to have sex with me. I did not rape her,” Mr Socheath told the court.
He added that he did not agree with his sentence and would appeal.
