Husband accused of confining, torturing wife

A 51-year-old rubber plantation worker was yesterday charged and jailed by Tboung Khmum Provincial Court for allegedly tying up his wife, hanging her upside down with a chain and beating her on the body and genitals.

Heang Seangkheng was detained on Monday at the rubber plantation in Krouch Chhmar district and was sent to the provincial court yesterday.

Deputy provincial police chief Prak Bun Non said the arrest took place after villagers told police of Mr Seangkheng’s brutality toward his wife.

“He chained his wife’s legs, tortured his wife, used a razor blade and something hard to scratch and hit her genitals,” Mr Bun Non said. “When police learned about this, it led to the intervention and his arrest.”

Mr Bun Non said the violence against the 29-year-old wife was due to jealousy.

The suspect had worked at a karaoke bar in the province and later moved to work on a rubber plantation. However, due to their poor living conditions, the suspect brought his wife to work as a prostitute.

After she worked in this job, the suspect became angry, jealous and violent.

Mr Bun Non said provincial police sent the suspect to the Tboung Khmum Provincial Court over using violence with aggravating circumstances accusations.

“The suspect used violence and tortured his wife in a way that would have led to her death if the police had not intervened on time,” he said.

District deputy police chief Va Sambath told a local newspaper that the suspect and the woman lived together for three years without getting married. On the day of the incident, the victim screamed loudly to neighbours, who called police. The victim was sent to Krouch Chhmar Referral Hospital.

Provincial court spokesman Theng Cheang said that after questioning, the investigating judge ordered the suspect to be detained and charged with torture and acts of cruelty with aggravating circumstances.
