Information Minister Khieu Kanharith yesterday said some officials within his ministry were failing to carry out the work required by their positions and were focused on personal gain rather than work.

“Some officials have struggled to find ways to get promoted to high-ranking positions, but they have not tried to expand their abilities or acquire leadership skills,” he said at the ministry’s annual meeting.

Putting titles ahead of efficiency “will cause disorder in the ministry,” Mr. Kanharith said. He also urged all officials of the ministry to work hard to improve public services.

Mr. Kanharith’s comments follow an announcement last week by Prime Minister Hun Sen that he was considering a ministerial reshuffle to reduce government inefficiency.

Ou Virak, president of the Future Forum Institute on Policy and Research, said that there was a chronic lack of decisive leadership at ministries.

“Prime Minister Hun Sen and ministers have always grumbled over issues. Why don’t they take the measures needed to clear up problems as soon as possible?” he asked “The power is in their hands. Why don’t they use it?”

Mr. Virak criticized the government’s public services, saying this is one of the most glaring weaknesses of the current administration. “They have been weak for a long time,” he said.
