Kampong Cham Provincial Court yesterday charged a military officer with issuing insults and death threats for threatening to kill a farmer after accusing him of cutting off access to his own farmland in Prey Chhour district.
Neang Savuth, deputy police chief of Prey Chhour district, identified the accused as Huy Sreang, 43, a military officer with the provincial military operation base in Kampong Cham province, who was arrested on Friday.
Mr Savuth said that on Thursday night at about 10pm, the accused drove his car to visit his mango farm in Sotep commune, bordering a farm owned by the victim, Kem Sophath, 49.
Mr Savuth said that every time the accused visited his farm previously, he always had to drive his car across the victim’s land because there was no path leading directly to his farm.
Mr Savuth said that when the accused arrived at his farm on Thursday, he could not cross the victim’s land to access his farm because the victim had built a fence around his land.
“He was angry at the victim for building the fences on the path that he used to drive his car across to enter his farm,” Mr Savuth said. “He then stopped the car in front of the victim’s farm and loudly and badly cursed at the victim.”
“After insulting the victim, he pulled a pistol from his waist and threatened to kill the victim and his whole family,” he added.
Mr Savuth said that after threatening to kill the victim, the suspect fled. The victim then went to police and filed a lawsuit against him.The accused was later arrested the next day in accordance with the victim’s complaint, Mr Savuth added.
