National Assembly Amends Rules to Establish Minority Leader

PHNOM PENH, Dec. 19, (Khmer Times) – The National Assembly (NA) amended Chapter 12, Article 48 (ii) of the internal regulations of parliament this morning to recognize the office of the minority leader. All 102 members of the NA who were present voted for the amendment. 

This paves the way for Sam Rainsy, head of the Cambodia National Rescue Party (CNRP), to take this office.

The establishment of a minority leader in the NA follows the agreement between Prime Minister Hun Sen and Sam Rainsy on November 28, reached on the sidelines of the third session of the NA’s fifth legislature. 

If a party gains 25 percent of the parliamentary seats, its leader will be recognized as the minority leader, with the same rank as the prime minister, said CPP lawmaker Pen Panha.

The minority leader will be the dialogue partner for the prime minister in matters of national importance.
Prime Minister Hun Sen said recently that the minority leader will not have the same power as the prime minister, such as any control over the government or the army.

“This is a changing point in Cambodia’s politics,” Mr. Rainsy told reporters. “Now, there is formal recognition of the role, duties, and rights of the opposition parties.”
